Bio

Victor Brown is an IBM Distinguished Engineer with IBM Federal Office of the Chief Technology Officer (CTO). He is the Federal CTO Chief Architect responsible for developing and supporting complex architectures within the U.S. Department of Defense as well as other customers in the Federal space. He has over 30 years of experience in information technology and architecture including hardware/software development, product management, analytics and government cloud solutions. He is also developed requirements and architectures to allow cloud technologies to run in restricted environments that don’t have external internet connectivity. He is known throughout IBM and industry as an expert in large scale collaboration systems, collaboration protocols, the FAA’s Next Generation (NextGen) air traffic control system, IBM Cloud and hybrid cloud solutions. In fact, Mr. Brown was the lead Architect for the specialized messaging system designed in conjunction with Boeing to support the FAA Next Generation air traffic control system. Mr. Brown works extensively with IBM teams on product futures and IBM Research on the application of future technologies. This includes technologies within IBM Cloud such as Watson, IBM Cloud Private, IBM Bluemix, Blockchain and other technologies. Mr. Brown is a member of the prestigious IBM Academy of Technology. Externally he works hard as a Board member for The Association of Technology, Management, and Applied Engineering (ATMAE) and he is an IBM University Ambassador for Norfolk State and Hampton Universities. In addition, he is a Black Engineer of the Year Alumni receiving a “Modern Day Technology Leader” award in 2005. He is a graduate of Norfolk State University with a B.S. degree in Electronics Technology.
