Bio
Ms. Carla R. Carter grew up in Augusta, GA. She always asked her parents for a new electronics test kit or microscope every year for her birthday. In recognizing her passion, her parents enrolled her into magnet programs and math competitions. This early passion for science led her to earn a Bachelor’s degree in Electrical Engineering from Clark Atlanta University. She also earned a Master’s Degree in Systems Engineering from the George Washington University. She holds a Level III certification in Systems Engineering and a Level I certification in Program Management issued by the Defense Acquisition Workforce Improvement Act.
Prior to coming to General Dynamics Mission Systems, she served as a Supervisory General Engineer for Marine Corps Systems Command Program Management Office of Optics and Non-Lethal Systems at Quantico, VA. Within this role, Ms. Carter directed engineering staff in the Acquisition and Life Cycle Management of a complete portfolio of systems used in field operations.
In 2015, Ms. Carter was issued a North Atlantic Treaty Organization (NATO) Land Communication & Ground Letter of Commendation for her service in the development of NATO standards within Optics. In 2011, Ms. Carter was issued a United States Marine Corps Special Act Award for her work in leading a Program Management Team to Contract Award for the Squad Automatic Weapon Day Optic and the Machine Gun Day Optic. She is the recipient of a Scientific Achievement Award in 2010.
Ms. Carter serves as an Advanced Systems Engineer and a Diversity Partner within General Dynamics Mission Systems, which involves hosting Diversity & Inclusion events for over 250 employees. She’s also involved in judging Science, Technology, Engineering and Math competitions in the local Greensboro area. Her current role as a Diversity Partner allows her to combine science and diversity, while spreading their benefits to new generations of engineers.
