Bio

Mrs. Hilliard is the Director of the Early Career Staff Rotational Program at Johns Hopkins University Applied Physics Laboratory known as the Discovery Program. Here she is the manager of approximately 40 staff members, collaborates across numerous military acquisition programs and is involved in R&D initiatives as well as strategic analyses and studies for the US military capabilities.

Previously, Mrs. Hilliard held positions as a Technical Manager for a Defense Systems engineering team, Program Manager and Project Manager for Navy and Missile Defense Missile and Sensors Defense Programs. Her responsibilities included the technical analysis and systems engineering in support the first four flight tests demonstrating a new capability. Her prior experiences included initiatives that allowed her the ability to work with the Chief of Naval Operations’ deputies assisting their planning and execution of analytical studies that support the annual Program Objective Memorandum process.

Prior to joining JHU/APL, Ms. Hilliard spent 4 years as an engineer within NAVSEA Program Executive Offices (PEO). During this time Ms. Hilliard was responsible for a number of activities including Systems Test Engineering, Integration Engineering, QA management, Foreign Military Sales (FMS), and threat analysis engineering.

Prior to the last 20 years in defense Ms. Hilliard also held engineering positions in space and business jet aircraft companies, while also performing duties as a US Army reservist. Ms. Hilliard holds the following degrees: B.S. in Aerospace Science Engineering and a M.S. in Information Technology. She is a BEYA 2012 Engineer of the Year Recipient and has numerous accolades from Navy and Missile Defense Agencies. She is a NSBE and SWE member, serves on several STEM organization boards and participates as a mentor to future and current engineers.
