Bio

Minerva Carter is Program Manager of Program for Mastery in Engineering Studies (PROMES)
at University of Houston who works with engineering students, especially traditionally
underrepresented groups, to provide leadership and career development, academic excellence,
and engagement.
Minerva knows that by strengthening the outreach, recruitment, and retention efforts in STEM
education she is helping to remove the barriers that hinder student selection of engineering as a
college major and to reduce the limitations on establishing a diverse engineering professional
population.
Minerva has over 17 years of diverse experience in the business industry and education
administration. She also has extensive experience developing nonprofit and for profit
organizations. In 2002, Minerva decided to transition her business, analytics, and management
skills to the education sector as a Certified Texas Education Agency (TEA) Supplemental
Education Services Provider, where she founded a company that worked to develop reading
comprehension and mathematics strategies for student success and achievement on Texas
standardized tests, producing a 98% student pass rate. In 2012, at a Tier 1 National University
Transportation Center, she provided fiscal oversight for several multi-million dollar grant awards.
Later Minerva was asked to join the President’s Cabinet at Texas Southern University as Business Manager/Contracts & University Brand Manager in the Office of General Counsel reporting to the Chief of Staff, Provost, and General Counsel, as well as supporting the University’s Board of Regents. There she secured first time university brand product placement in a major athletic store chain and Walmart stores. Her marketing efforts delivered a 101% total license sales increase and a 103% gross royalties increase from year-to-year business growth with enhanced client brand equity.
Currently at University of Houston, she has dedicated her efforts and skills to supporting
PROMES’s overall mission and to creating and developing Women of PROMES (pronounced
“promise”). Women of PROMES is an extension program that is grounded by the growth mindset framework, with key objectives to: inspire young women to pursue engineering education, mentoring, and research, engage young women by providing a strong network of supportive peers and industry professionals, educate young women by promoting a growth-mindset and coaching them through issues of representation in STEM to increase their employability and to increase the number of women in the engineering education pipeline and related career pathways.
Minerva holds a Bachelor of Science in Biology from Texas Southern University. She is a member of Delta Sigma Theta Sorority, Inc., committee member of Young Women’s Leadership Council at the YWCA, and graduate of Inspire Women Leadership Academy. Minerva is the proud mother of two wonderful young men.
