Cedric Fletcher is presently the Cyber Mission Area Chief Engineer for the Cybersecurity and Special Missions area at Raytheon Intelligence, Information and Services. In this capacity, he is responsible for the cost, schedule, and technical performance of the engineering activities on the portfolio of programs and pursuits, domestic and international, in the Cyber Mission Area with annual sales of around $1.0B while overseeing 900 cyber professionals.
Previously, Cedric was the Program Integrator for the STANDARD Missile 3 (SM-3) Block IIA program under the Air and Missile Defense Systems Product Line. In this capacity, he was a member of the program office and engineering team to ensure the successful execution of the $570M co-development program with Mitsubishi Heavy Industries.
Prior to SM-3, Cedric was the Technical Lead for Japan Evolved Sea Sparrow Missile (ESSM) Program under the Naval and Area Missile Defense Product Line responsible for all technical and engineering tasks of a $145M direct commercial sales contract with Mitsubishi Electronics Company (MELCO) and was involved in developing strategies for future business in Japan. He was also part of the Proposal Team responding to the United Arab Emirates’ (UAE) Zaqqum Oil Field Defense System (ZOFDS). With an estimated value of $2.0B+, the initiative will provide Strategic Infrastructure protection. Cedric was the Proposal Lead working closely with naval architects and major domestic and international shipbuilders to develop a concept of design and requirements for the Modular Deployment Element (MDE).
Cedric was a Program Manager within the Advanced Security and Directed Energy Product Line. He was responsible for the overall cost, schedule, and technical performance of a proprietary program, as well for the NASA Mercator project. The Mercator project, in conjunction with the Planetary Science Institute at the University of Arizona, investigated the feasibility of optical terrain-related navigation on the lunar surfaces. He was also the Program Manager for the Vulnerability Analysis efforts for the Non-Kinetic Warfare Directorate and for the Cyber Enterprise Campaign. His responsibility included execution of the study of system vulnerabilities and the development of exploitation techniques, as support opportunities within new and adjacent markets.
Cedric also led the Transformational Strike Enterprise Campaign, responsible for managing cross-business unit teams, consisting of IIS, NCS, RMS, and SAS, in the development of advanced technology to enhance 4th generation aviation platforms.
Cedric began his career in 1998 with Raytheon Integrated Defense Systems in Sudbury, MA as a Thermal Analyst and transferred to Missile Systems in 2001 as a System Engineer. In his 20 years, he has been involved in program management, business strategy, merger & acquisition, engineering, technology development, and missile development and integration. He performed senior engineering roles for several production programs such as Stinger, EKV, STANDARD, and AIM-9X Missile Programs.
Cedric has a Bachelor’s and Master’s degree in Mechanical Engineering from Northeastern University in Boston, MA and a Master’s degree in Business Administration from the University of Arizona. He is a certified Raytheon Program Manager Level 4, and a graduate of Raytheon’s Leadership Excellence Program, Principles of Program Leadership held at Babson College, and the Systems Engineering Technical Development Program. In 2010, Cedric was recognized with Technical Honors within RMS Engineering.
